The David Asper Centre for Constitutional Rights has been granted leave to intervene before the Ontario Court of Appeal in City of Toronto v Attorney General of Ontario. At issue on appeal is whether the introduction of Bill 5 mid-election, which had the effect of changing the ward boundaries in Toronto, breached the guarantee of freedom of expression under s. 2(b) of the Charter.
The Asper Centre’s submissions will focus on the application of section 2(b) in the context of democratic elections and how that context informs the content and scope of section 2(b)’s protections. St. Lawrence Barristers is pleased to be representing the Asper Centre in this important work. The appeal is scheduled to be heard June 10 -11, 2019.
